HSA Implements ASEAN Cosmetic Directive In Singapore

The Health Sciences Authority (HSA) will be implementing the ASEAN Cosmetic Directive (ACD) in Singapore from 1 January 2008. Cosmetic products, which are currently regulated under the Medicines Act, will be the second category of health products following medical devices to be regulated under the Health Products Act (HPA).
The ACD, which resulted from an ASEAN-wide initiative to harmonise the regulation of cosmetic products, was acceded to by the ASEAN Member Countries. Under the ACD, it safeguards public health and safety in using cosmetics products through a set of harmonised standards and requirements. All member countries are obliged to implement the ACD by 1 January 2008. HSA views the ACD as an opportunity for greater collaboration in ASEAN and is revising the existing regulatory framework for cosmetic products to harmonise with the ACD standards.
