Public Consultation on the Draft Human Cloning and Other Prohibited Practices Bill

The draft Human Cloning and Other Prohibited Practices Bill is now posted for public consultation. The Ministry of Health would like your comments on this draft Bill. The closing date for submission of feedback is 31 May 04.
After careful consideration of the feedback received during the public consultation of the draft Regulation of Biomedical Research Bill, the Ministry of Health has decided to adopt a step-by-step approach towards regulation of biomedical research activities. As a first step, the Ministry is proposing to introduce a Bill which will prohibit human reproductive cloning - as this is the issue of greatest ethical concern.
This Bill provides for the following:
a. Prohibition against human cloning; and
b. Prohibition against certain practices associated with reproductive cloning activities such as developing human embryos created other than by fertilization of human egg and human sperm and developing human embryos outside the body of a woman for more than 14 days.
