Spam Control Bill Introduced In Parliament

The Spam Control Bill, introduced in Parliament on Monday, 12 February 2007, will make it an offence for advertisers to send out bulk emails to people who have not previously agreed to receive them.

The proposed Bill had previously gone through two rounds of public consultation in May 2004 and again in September 2005.

Key features of the Bill are as follows:-
(a) Covers emails, mobile text and multimedia messages.
(b) Gives recipients of spam a civil remedy against spammers. There is no criminal remedy.
(c) Prohibits address harvesting and dictionary attacks.
(d) Defines what is bulk emails.
(e) Provides an 'opt-out' scenario for recipients.
(f) Only applies to spam with a Singapore link.
(g) Commercial emails should be clearly identified with a <adv> tag and contain valid contact information.
