Relaxation of Policies for HDB Kiosk Tenants

HDB has relaxed its rules to allow all kiosk tenants to assign, transfer and sublet their tenancies with immediate effect.

2. Kiosks are generally found in the void deck or are standalone properties on the open space or common area. Previously, the kiosk tenants can only terminate their tenancies with HDB if they wish to quit their business. With the relaxation, they will be allowed to assign, transfer or sublet their premises to other interested business operators. This is in line with HDB's pro-business and liberalisation efforts to facilitate easier entry and exit for all kiosk tenants. Currently, HDB has about 550 kiosks.

3. However, for kiosk tenants who have assigned their premises, the assignee will not be eligible for ex gratia payment or other benefits if the kiosk is affected by future redevelopment or upgrading programmes. This is similar to the current policy for rental shops. Tenants who took over their shops by tender after 4 Mar 1999 or assignment after 1 Jun 1999 are not eligible for ex gratia payment when they are affected HDB's redevelopment or upgrading works.

4. Kiosk tenants who are interested to assign, transfer or sublet their premises can obtain the Change of Tenancy/Transfer/Assignment and subletting forms from the HDB InfoWEB at www.hdb.gov.sg .
