Judicial Commissioner Andrew Phang Boon Leong Appointed High Court Judge

The President acting in his discretion has concurred with the advice of the Prime Minister to appoint Judicial Commissioner Andrew Phang Boon Leong, age 47, as a Judge of the High Court under Article 95 of the Constitution with effect from 8 December 2005.

2. Before his appointment as a Judicial Commissioner on 3 January 2005, Dr Phang was Professor of Law and Chair of the Department of Law, School of Business, Singapore Management University. Dr Phang graduated from the National University of Singapore in 1982 with an LLB (First Class Honours) and obtained his Masters of Law in 1984 and the degree of Doctor of Juridical Science in 1988, both from the Harvard Law School. He was made a full Professor of Law at the National University of Singapore in 1999, and appointed a Senior Counsel in 2004.

3. The appointment of Dr Andrew Phang Boon Leong will bring the number of Judges in both the Court of Appeal and the High Court to fourteen.
